The use of catalytic capital from public or philanthropic sources can lever private sector investment in developing and emerging countries in order to accelerate the transition of urban infrastructure systems. The session will explore the techniques of blended finance approaches and discuss lessons learnt from enabling low-carbon infrastructure projects in cities.

Building Urban Bridges – From Plans to Financing

Major environmental concerns for cities range from air quality and traffic congestion to pressure on limited green space, land and water resources. Urban activities and how they are organised deeply affect the environment, and the overall quality of life of urban populations.

Estimates for the volume of finance needed to achieve a transition of urban infrastructure systems are in the trillions. Public and above all private resources need to be mobilized at scale to fill this financing gap. Blended finance is the use of catalytic capital from public or philanthropic sources to leverage additional investment, particularly from the private sector, in developing and emerging countries. It can be applied to a range of different instruments, such as technical assistance, risk-sharing mechanisms or layered capital structures to investment in partnerships with various risk-appetites.

The participants of this cluster session will explore the techniques of blended finance approaches and discuss lessons learnt from enabling low-carbon infrastructure projects in cities. The cluster session will highlight innovative solutions to scale up climate finance across levels of government for low-carbon and climate resilient cities and showcase specific experiences working within cities to develop climate investments and associated policies.
