Groupement Intercommunal des Collines (GIC)
The Groupement Intercommunal des Collines is the first intermunicipal group created in Benin. Since its creation, it has grouped together the six municipalities of the department of the hills: Savè, Bantè, Dassa, Savalou, Glazoué and Ouessè. Its history has been marked by several temporalities since 1995.
From 1995 to 1999, there was a Local Hill Development Programme (PDL/Collines), which was a tool for planning development actions in the territory. Satisfied with the effectiveness of this program, the elected officials of the time decided to make it sustainable and autonomous for more results.
From 2000 to 2003, there was a period of consolidation of this vision of sustainability of the program, which was a successful test of the ability of elected officials to develop a common vision of the future of their territory.
From 2004 to 2006, there was the period of empowerment of the PDL/Collines, which since August 2004 has become the Groupement Intercommunal des Collines (GIC).
