State and regional governments are in a unique position to accelerate climate action. They work at a level that allows quick action and great experimentation. During this cluster session, opportunities and approaches will be discussed and clear examples will be given on how the regional level can play a strong role to achieve the goals of the Paris Agreement.

Regional Climate Governance

The IPCC Special Report on global warming of 1.5°C represents a call for action and confirms the urgency for nations across the globe to deliver on the promises of the Paris Agreement. At the regional level, climate priorities need to be integrated in each stage of policy-making: target setting, policy design, implementation, reporting and evaluation. Coordination across multiple levels of governance is key to implement effective climate change policies. The interaction between supranational, national, regional and local levels raises important questions about where the power and authority for governing climate change lie. Non-state actors play critical roles in shaping climate targets and policies adopted by national governments.

The cluster session features a discussion between subnational government experts on the importance of good regional governance and practices to build climate change policies that ensure vertical integration. It focuses on how regional governance can be improved to implement effective climate policy. Furthermore, it will identify and address the main challenges that arise in regional climate governance as well as in the vertical integration of these efforts. Subsequently, it will provide concrete policy recommendations.
