Rosa Morales Saravia
General Director of Climate Change and Desertification, Ministry of the Environment of Peru
Ms. Morales is currently the General Director of the General Direction of Climate Change and Desertification (DGCCD), of the Ministry of the Environment (MINAM).
Ms. Morales leads the NDC implementation process, which has an adaptation component that aim to reduce vulnerability in 5 thematic axes: Water, Agriculture, Forestry, Fisheries and Aquaculture, and Health; and mitigation component: energy, forest, transport, agriculture and industry.
She has 22 years of professional experience in matters of Economics of Natural Resources and Environmental Policy Instruments. She has a bachelor’s degree in the specialty of Economics from the Pontifical Catholic University of Peru (PUCP) and a Master’s Degree in Economics and Finance from the Center for Monetary and Financial Studies (CEMFI) of Madrid, Spain. She is an associate researcher on the Institute of Peruvian Studies and had training in the specialty of Economics of Natural Resources and Instruments of Environmental Policy at the University of Gothenburg – Department of Economics – Environmental Economics Unit. With solid knowledge and extensive experience in the Public and Private Sector. She had been Advisor to the Vice Ministry of Strategic Development of Natural Resources in Negotiations and Climate Finance.
